　　they は「９月入学に賛成な人たち」を指します。

　　They say it would ～のitは「９月入学」を指します。

       ※なぜここでwouldが使われているのかを考えて訳してください。

（　　）には関係副詞のwhereが入ります。

訳　彼らによると、９月入学ならば秋に新学期が始まる外国の国々に日本人が留学する

　　ことがより簡単になる、ことでもあります。

※　it woulld make～はifのない仮定法過去の文です。

　　「it＝9月入学」は「９月入学ならば」と訳します。

※　make it のitは形式目的語でfor Japanese to study in foreign countries where

       the school years starts in the fallとイコールになります。

※　fallは秋です
